Ban on Sale of Vapes to Children Takes Effect in November

On Monday, November 18, the governor Dmitry Azarov signed the bill that provides for a ban on the sale of electronic cigarettes and liquids for residents under 18 years of age.

The initiator of the introduction of this restriction was the head of Samara, Elena Lapushkina.

“Now, students without any problems buy electronic cigarettes and smoke in public places and on the streets. Children should be cautioned, because exposure to nicotine, including through electronic cigarettes, negatively affects brain work. Moreover, such devices increase the effects of nicotine and other toxic substances in non-smokers,” she explained.

For merchants who will violate the ban, fines are prepared. In the first violation, the amount will be:
• for citizens – from 3000 to 4000 rubles;
• for officials – from 10,000 to 20,000 rubles;
• for legal entities – from 30,000 to 50,000 rubles.

In the case of repeated violation, the fine will be increased:
• for citizens – up to 5000 rubles;
• for officials – up to 30,000 rubles;
• for legal entities – up to 100,000 rubles.

Consideration of the bill lasted from April. It will be enforced ten days after the official publication, i.e. November 28, 2019.
