By the end of 2019, the Ministry of Agriculture plans to introduce a bill to the State Duma, according to which pet owners will be required to register their pets.
By registration is meant marking, that is, attaching a visual chip or introducing a special chip under the skin that will allow identifying an animal.
The State Duma also said that the Administrative Code has already amended the punishment for leaving animals on the street. In addition, a new law on municipal shelters was adopted. However, all this will not work without mandatory labelling.
The list of mandatory chipping animals includes cats, dogs, cattle, furry animals, fish, poultry, deer, horses, camels and even bees. How to chip some of them remains a mystery.
The press service of the Ministry of Agriculture said that the bill has already been developed and is being considered by the government commission. Soon he will be submitted to the State Duma.
