Moscow entered the top ten regions of Russia in terms of the effectiveness of industrial policy implementation which is the result of active work with investors and a programme for the integrated development of industrial zones, as well as the use of offset contracts, TASS reports with reference to the Head of the city’s Investment and Industrial Policy Department Alexander Prokhorov.
“Moscow was the first to use such a mechanism of public-private partnership as an offset contract. It’s about an agreement with reciprocal obligations: the supplier localizes production in the city, and we, as a government, purchase its products within a certain period. It is this type of PPP that shows the greatest efficiency in terms of implementation of projects in the field of industry,” Prokhorov noted.
He recalled that in total, the city has already signed five such contracts with a total investment of almost 13 billion rubles. As part of them, Moscow will produce medicines of various profiles, import-substituting medical products and baby food. According to the head of the department, in Moscow, in contrast to other regions, there is a serious deterrent, the land, which is “a serious challenge” for the city.
“However, here we were very much helped by amendments to the legislation on the integrated development of territories and the possibility of reorganizing old industrial zones. At the moment, more than 120 plots are being worked out which occupy about 2 thousand hectares within the city. New ones will also be built there. New industrial enterprises will also be built there, and most importantly, we see interest on the part of developers in the construction of just this type of facilities,” Prokhorov added.
